Mass surveillance comes to mind. Minus is a mathematical operator used for subtraction, a major minus (major subtraction) could refer to a rapid population decline or something else that’s very bad. The name also reminds me of Mycenae and the Minotaur, so Greek mythology. The initials MM could be a Masonic reference or a Roman way to write 2000 (M = 1000).
