Hello I’d like to report some suspicious activity.
DO YOU KNOW THIS PERSON?
No , I’ve never seen them before .
WHAT WAS THE SUSPICIOUS ACTIVITY ?
A person was trying to break into a car and it looked like they had something with red tubes and wires and a clock or something attached to the wires.
WAS IT A MAN OR A WOMAN ?
I can’t tell you.
WHAT DO YOU MEAN?
I can’t make that assessment based upon their looks.
WHAT WERE THEY WEARING ?
Clothing.
WHAT TYPE OF CLOTHING ?
I couldn’t read the labels from where I was.
CAN YOU DESCRIBE THE CLOTHING ?

Clearly what they mean is that they don’t want us to report people based on looks alone. Don’t just assume someone walking around in a black hoodie is up to no good. They could have worded this differently.
