I saw this on Lotus Eaters a while back. The first question was whether it stopped sand getting in. Lol what a bunch of future obsessed Muppets.

Sounds like Snowpiercer just with no train and in the desert. “Equitable Views” tells you everything you need to know.
I’m quite sure all the wealthy will live on the upper levels and the poor will wallow in squalor down below.
