Not even half-true. Communist states love rules, impose them dogmatically, and stick to them religiously.
To see who will obey and who will not. Like a narcissistic/borderline toxic partner who is afraid of being abandoned.
That is part of it, but another part of it is to break people psychologically so that they will simply do what they are told. See my other comment in this thread.
