Of course they’ve been doing this. Horrendously they have done that stuff to people, to kids and I’m sure worse to animals for decades. I remember seeing a video of someone being forced to kill his own dog with a gun because they told him to do it. He was crying and shaking trying to fight it. They can make people do anything. I wouldn’t be surprised if they opened a portal they couldn’t close and crazy things come through all the time. It would explain some things I’ve randomly seen at night, things that would raise the hair on your head.
That’d be called “CERN”

There is a documentary on YouTube called the Minds of Men that speaks about this at length. The MK Ultra experiments performed on poor children in psychiatric hospitals.
The primary agenda of The Montauk Project was to piggy back on the Philadelphia Experiment. The kids were tortured to create altars which in turn amplifies psychic ability in some of them.
The few who developed extra sensory psychic abilities were used in the “Montauk Chair” which was an amplification source that focused their psychic senses and the ability to Remote View the past and the future.
They actually succeeded in putting a bomb into one of the time streams.

They opened a portal doing this probably similar to what is portrayed in Stranger Things.
The local lore is that when the portal was opened all the animals acted very strangely. Reportedly hundreds of deer and other animals all stampeded through town. This was in the late 70’s I believe.
