The man who drove a pickup truck into crowds on Bourbon Street and opened fire in the early hours of New Year’s Day, killing at least 10 people and injuring dozens more, was in full military gear and was apparently not a local resident, New Orleans City Council President Helena Moreno said.

He has since been identified by a law enforcement source as 42-year-old Shamsud Din Jabbar.
