I don’t know in which Bible did you read this. You probably refer to “eunuchs” which is something else. Eunuchs by choice are those who choose willingly the celibacy in their adulthood to be pure for God. Period! The others are simply born this way meaning they have no sexual instinct and therefore also choose celibacy. And there are those who get castrated against their will.
Drag is definitely not holy, but some eunuchs by choice get to become holy.
Some were made that way by rulers, some were children with good voices, who didn’t want to loose their voice when they reached puberty but it’s not always about God with eunuchs. A whole population of black slave males were made eunuchs by Arabs who didn’t want them to reproduce. That’s not in the history books of course.
